Since 2001 PEI has implemented different versions of a Provincial Nominee Program, or PNP, designed to attract immigrants to the island. A lot of energy went into the entrepreneurship stream, hoping to bring money to PEI and attract new businesses.

According to the government, those programs were generally successful with a few problems. But a more thorough investigation begs a lot of questions, not just about the efficacy of the programs, but about whether they were corrupt.
